Check the adapter to be sure that it is both properly plugged into the wall outlet or power strip and the back of the Ethernet Switch.
Check to see if the power strip is turned out or outlet is properly supplying power.
iPad Connectivity Issues
The iPad has been reported to lose network connections or fail to recognize available networks automatically.
If the iPad is having a difficult time connecting to the network, try rebooting the system with a hard reset. This is done by holding down the iPad's sleep and wake buttons on the device. When the screen changes, slide the bar to power off. Restart by holding down the same sleep and wake buttons.
If the iPad is not automatically detecting the network, manually connect to the network through the Settings application as described in the installation instructions.

iPad Problems with Charging
The iPad requires a great deal of power to sufficiently charge. Charging through old laptops and Apple chargers from old ipods won't always support the iPad's power needs.
If the iPad is not properly charging when it is fully powered, put the iPad into sleep mode. In this mode, most chargers should successfully recharge the device.
If the iPad is charging through a Macbook and another device is already connected with the computer, try disconnecting both devices. First connect the iPad with the Macbook. The iPad should be recognized through the computer and it should begin charging. Then connect the second device.
